Learn to cruise on keelboats - learn to cruise program
If you're looking for an ability, not a certificate that is given by a national authority, you can also consider learning to sail on a catamaran, a faster boat, or on a sailing rowboat
The only necessary permit for the operation of a boat is the PCOC - Pleasure Craft Operator Card. This card is necessary to operate a boat with an engine in Canada. All learn to cruise programs offer this card.
